Civilian Human Capital Strategic Plan of the Air Force

The air force believes that the fighting force of agility depends to a large extent on the performance of the supporting civil "forces". To develop this civil force, the military came up with a master-plan termed "Civilian Human Capital Strategic Plan" or CHCSP that equip the civil workforce for leadership, competency and commitment in their interaction with the air force. Designed as a four-component plan, the strategic plan is meant to develop world-class enterprise leaders, a mission ready work, a result-oriented performance culture and an enterprise HR support.

Attaining world-class enterprise leaders in the civil workforce means developing leaders who can effectively and successfully manage the civil work that interfaces and interfaces with the air force. This civil leader must understand and learn the air force culture and facilitation communication between the two environments. He must also create a friendly learning environment that results in increasing improvement in all interactions between both groups.

A mission ready operation emerges when the enterprise civil leaders are in place. This work exhibits agility, flexibility and diversity and can seamlessly integrate with the total workforce. This calls for an adaptable work that is also highly competent.

This mission ready action should be able to imbibe the department of defense's philosophy and culture. Its philosophy is targeted and mission focused. It is also results-oriented and focused on solutions. Finally, DoD's culture demands high performance. The Department of Defense's concept of total work requires seamless integration of civil and military personnel in the defense of the United States.The strategic plan, CHCSP, is an attempt to implement its philosophy of "Total Force" in accomplishing its mission of national defense.

The fourth goal of Human Resources support is that the human capital management is "cutting edge" and is delivered effectively and efficiently in the enterprise.The military reviews and evaluates periodically its total work to ensure that it meets mission requirements with challenging conditions and challenges. The right people and system must be simultaneously in place.

The air force strategic plan is meant to sustain a capable, agile and decent civil workforce that communicates very well with the air force. Implementing the airforce strategic plan requires additional education and training to the civil workforce. It also requires promoting a supportive, respectful and harassment free environment for citizens. Achieving this will also support and facilitate the Department of Defense's human capital system, of which the CHCSP is a subset.
